Bob Parker, MPS SPHR

Founder & Senior Consultant
Bob is a seasoned human resources consultant with over 27 years of comprehensive experience spanning the private, public, and nonprofit sectors.

With a deep understanding of organizational dynamics and a proven record in compliance, risk management, and employee and labor relations, Bob has become a trusted advisor for organizations aiming to enhance their HR functions and foster positive workplace cultures.

Throughout his career, Bob has successfully led numerous HR initiatives, from designing robust recruitment and onboarding process to implementing effective employee engagement and retention strategies. He is skilled in aligning HR policies with business objectives, ensuring compliance with employment laws, and addressing complex workforce issues with a balanced, people-centered approach.

Bob holds a Master’s Degree in Human Resources and Employee Relations, is certified as a Senior Professional in Human Resources (SPHR), and is a trained labor and employment mediator.

William J. Conley Jr., Esquire

Legal Consultant
Billy counsels municipalities and organizations on significant legal issues, including contract disputes, public records and open meetings issues, collective bargaining, labor, and planning and zoning issues. He is an experienced litigator with a sound knowledge of labor and administrative law.

With a highly regarded expertise in education law, Billy has represented multiple school committees throughout Rhode Island. He provides counsel on a wide array of education law matters for local school committees, including employment and labor, special education, the Individuals with Disabilities Education Act, and state and federal court. Billy has successfully litigated on behalf of RI Local Education Agencies before state and federal courts and the RI Department of Education. He is frequently asked to provide updates on education law to educators through Professional Development Seminars throughout the state.

Billy has a Doctor of Jurisprudence from Catholic University of America Columbus School of Law and a Bachelor of Art, Political Science and Philosophy from Boston College.

Norma J. Conley

Consultant
Norma is an experienced HR Leader that is sought after for her ability to develop successful HR programs and collaborate with Leadership Teams, Chief Executives, and Boards.

She has experience working in a wide range of environments, including federally-qualified health centers, global financial services organizations, nonprofits, mental health centers, and insurance companies.

Norma has established and implemented human resource policies and programs regarding onboarding, retention, FMLA, employee relations, training and development, and has ensured compliance with state and federal laws and regulations.

She is committed to her community and has served on boards that have supported the rights of children, the elderly, the disabled, and those with lower incomes.

Norma is a Trinity Washington University graduate and has received additional professional training as a Human Rights Officer and training in Mediation, Coaching, Workplace Safety, and Employment Law.
